HTO challenges Santa Barbara County Storm Water Permit (SWMP): Heal the Ocean has joined the Natural Resources Defense Council (NRDC) in appealing the Regional Water Quality Control Board (RWQCB) approval of the county's storm water permit as inadequate to address the storm water problems of Santa Barbara County. HTO's chief complaint is that the county has not prepared maps that include the water bodies it is charged to protect and/or clean up - including the 303(d) listed (impaired) Santa Ynez and Santa Maria rivers. The county budget for storm water work, administered through Project Clean Water, also includes very little funds for the north county, and almost 90% of its budget is devoted to public education.
